SANJOAQUIN <br /> Environmental Health Department <br />—COUNTY— <br />Greatness crows here. <br />WASTE DISCHARGE/SPILL RESPONSE <br />NOTICE TO ABATE <br />Responsible Party: PG&E <br /> Date: Oct 11,2021 <br />RP Mailing Address: 1108 MURPHYS GRADE ROAD Record ID#: C00054358 <br />ANGELS CAMP, CA 95222- <br />Program Element 2546 <br />Spill Location: 3234 S ROBERTS RD, STOCKTON Release/Spill Response (excluding Joint Team) <br />NATURE OF WASTE DISCHARGE/WASTE RELEASE: <br />Approximately 10-15 gallons of transformer oil was released from two pole mounted transformers due to downed power pole <br />OBSERVATIONS: <br />Observed a leak from two pole mounted transformers; the pole broke downing the two transformers. The spilled oil traveled over <br />the dirt driveway and toward a tomato field. The field was wet and its unclear if the transformer oil impacted the tomatoes or <br />not. The contractor began dirt removal prior to EHD's arrival making the observations of the spill area and tomato field impact <br />inconclusive. PG&E reported that transformers were "blue stickered". The area was "USA"-ed. The PGE is in the process of <br />the power pole replacement and soil excavation. <br />Please be advised that the disposal of any waste [HSC 5411] or disposal of any hazardous waste, or the causing therefor, is <br />prohibited when the disposal is at a facility that is not permitted or authorized for hazardous waste disposal. [HSC <br />25189.5(a)] Please ensure that all necessary spill notifications to other agencies are made.Provide PCB test results for the <br />spilled transformer oil. Remove all impacted soil and tomato plants. Notify EHD prior to any backfilling to allow spill clean up <br />verification. Provide waste determination and waste disposal documentation upon clean up completion. <br />VIOLATIONS: <br />Discharge of any waste, including sewage <br />(CA Health and Safety Code 5411) <br />Discharge of waste or sewage to water or within 150 ft. of waterway <br />(SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br />Improper disposal of a hazardous waste <br />(CA Health and Safety Code 25189.5) <br />Permitting or Maintaining a Nuisance <br />(SJC Ordinance Code Section 8-5100) <br />Ei Other Violation <br />CORRECTIVE ACTIONS / ORDER: <br />Investigate and abate contamination under the oversite of the appropriate lead agency. <br />Submit copies of hazardous waste manifests/disposal records to the EHD. <br />Other Correction <br />WASTE DISCHARGE/SPILL RESPONSE NOTICE TO ABATE EHD 25-01 Rev. 9/16/2020 Page 1 of 2 <br />1868 E.
