SAN JOAQUIN <br /> Environmental Health Department <br />NT Y <br />Time In: <br />Time Out: <br />COMPLAINT INSPECTION REPORT <br />Name of Facility: REDDAWAY Date 12/17/2021 <br />Address: 1495 E PESCADERO AVE, TRACY <br />Owner/Operator: Telephone: <br />Program Element: 2546 - RELEASE/SPILL RESPONSE (EXCLUDING JOINT TEAM) Complaint #: COE8QXMIA <br />Responsible Party Contact: RUBEN BYERLEY <br />DESCRIPTION OF COMPLAINT ALLEGATIONS <br />The San Joaquin County Environmental Health Department received the following complaint: <br />Due to human error two 1 gallon jugs of muriatic acid were damaged. Release spilled onto other boxes of muriatic acid <br />bellow the original box with the pallet. (Cal OES spill report 21-7242) <br />OVERALL INSPECTION NOTES AND COMMENTS <br />NOTES <br />While onsite was escorted by the Redaway office personnel to the hazardous waste storage area and observed two blue poly <br />containers (55-gallon and 35-gallons) labeled as hazardous waste. The 55-gallon container label indicated "muriatic acid 26-1 <br />gallon" and the 35-gallon container "muriatic acid cardboard". According to Enrique Aguilar — Redaway Operations Manager, <br />who was contacted via phone while onsite, the leaking muriatic acid pallet was discovered on the facility floor near the dock <br />door 166. Mr. Enrique Aguilar reported that no shipping container was impacted by the spill. Inspected the area near the dock <br />door 166, observed a pallet of muriatic acid, no leaking or liquid was noted around the pallet. Observed several drops of liquid <br />approximately 5 feet away from the pallet, pH of 8.5-9, facility personnel applied absorbent to the liquid drops and will be <br />disposing the generated wastes as hazardous.. <br />Please note, all hazardous waste must be disposed of under the appropriate waste manifesting procedure [HSC 25160 (b) <br />(3)]. The disposal of any hazardous waste, or the causing thereof, is prohibited when the disposal is at a facility which is not <br />permitted or authorized for hazardous waste disposal. [HSC 25189.5 (a).] <br />The person in charge is responsible for ensuring that the above mentioned facility is in compliance with all applicable sections of the California Health and <br />Safety Code.
