Mr. Jeff Tierney
September 2, 2020
also bagged and placed into the roll-off bins. Waste was staged onsite pending characterization for
disposal at a UPRR-approved waste management facility.
The seven roll-off bins are currently pending profile approval for disposal at Waste Connections, Potrero
Hills Landfill in Potrero, California. Final waste manifests and associated weigh tickets will be provided to
the SJCEHD and RWQCB under separate cover.
SOIL SAMPLING
On July 23, 2020, Arcadis collected six in-place soil samples from the excavation sidewalls and floor. The
excavation was sloped from the east to west from approximately 26 inches to 36 inches bgs based on
visual observations and PID measurements in the field.
Four samples were collected from the north, east, south, and west side walls of the excavation (SS-SW-
N, SS-SW-E, SS-SW-S, SS-SW-W) and two samples were collected from the east and west excavation
floor (SS-FE and SS-FVV). The soil samples were collected into pre-cleaned laboratory supplied 4-ounce
glass jars, capped, labeled, and placed in an ice-chilled cooler for delivery to Pace Analytical (Pace) in
Mt. Juliet, Tennessee (a state-certified laboratory) under standard chain-of-custody procedures. The soil
samples were analyzed for the following:
Total petroleum hydrocarbons (TPH) — diesel range organics (DRO), Carbon Chain C10 to C22 by
United States Environmental Protection Agency (USEPA) Method 8015B
TPH — motor oil range organics (MO), Carbon Chain C22 to C32 and Carbon Chain C32 to C40 by
USEPA Method 8015B
Copies of the chain-of-custody, Pace analytical laboratory report, and validation memo are included in
Attachment 2.
DATA VALIDATION
The analytical laboratory report was validated by GHD Inc. (GHD) in the Analytical Results and Reduced
Validation of Report L1243673 Soil Sampling, dated August 11, 2020.
Based on the GHD assessment, the data associated with this project was acceptable without
qualification. Samples were prepared and analyzed within the required holding times. Analytical data and
the data validation memorandum are included in Attachment 2 and tabulated in Table 1.
SOIL SAMPLE ANALYTICAL RESULTS
TPH-DRO (C10-C22) was detected at concentrations ranging from 2.84 milligrams per kilogram (ring/kg)
in sample SS-SW-E(230720) to 9.19 mg/kg in sample SS-SW-S(230720). TPH-MO (C22-C32) was
detected at concentrations of 1.67 mg/kg in sample SS-SW-N(230720) to 42.6 mg/kg in sample SS-SW-
S(230720). TPH-MO (C32-C40) was detected at concentrations ranging from 7.18 mg/kg in sample SS-
SW-E(230720) to 33.2 mg/kg in sample SS-SW-S(230720).
TPH-DRO (C10-C22), TPH-MO (C22-C32), and TPH-MO (C32-C40) was not detected in either of the
east or west floor soil samples. Analytical results are tabulated in Table 1.
arcadis.com Page:
2020.09.02_Stktn_20.07.22 Loc Ds1 Rls_Sum Rpt_Draft
3/5
