I. INTRODUCTION <br />This report issues my findings regarding the Nitrate Loading Study, Soil Suitability Study and <br />onsite wastewater treatment system (OWTS) operational and design parameters for a proposed <br />three bedroom, two bath modular (manufactured) home on property owned by Mr. and Mrs. <br />Erskine. These studies were required by the San Joaquin County Environmental Health Department <br />(EHD) and comply with the San Joaquin County Development Title, specifically Section 9- <br />1105.2(d). <br />Within the text of this Report, Bolded Section (§) numbers are referenced at the beginning of an <br />applicable Paragraph or Paragraphs, or Appendices that correspond with the EHD Requirements <br />Checklist. Section Numbers referenced as SSS§, are sections applicable for the Soil Suitability <br />Study Requirements Checklist. Section Numbers referenced as NLS§, are sections applicable for <br />the Nitrate Loading Study Requirements Checklist. Other portions of text may also apply to <br />other sections of the Checklists. <br />NLS§ 2.3, SSS§ 1.2. Since this project is in the County of San Joaquin, there is no sewer system <br />available, nor will there be for several decades, and probably never. All residential properties <br />within this locale must operate on septic systems, also known as onsite wastewater treatment <br />systems (OWTS), and domestic water supplied by onsite wells. <br />Prior to improvements made to the property, aerial photos revealed a structure near the southwest <br />corner (SWC). Mrs. Erskine's parents owned the subject property at this time and built this <br />structure in the SWC. Presently, the subject property has a new domestic well, a pump house and <br />outbuildings. The total Parcel area is 1.51 acres. <br />The purpose of these Studies was to collect the following information to fulfill the requirements of <br />the EHD. Wastewater system operational parameters are also presented within this report to <br />facilitate the transfer of information to EHD: <br />• The capacity of the indigenous soils was 1.) Analyzed in the proposed primary disposal area for the <br />management of the anticipated wastewater flows, 2.) Assessment of the soil characteristics to <br />mitigate nitrate impact, and 3.) Discussion of operational parameters to achieve the two goals of <br />proper wastewater management and nitrate loading mitigation from the effluent disposal system. <br />• Soil physical and chemical testing was conducted to determine the following: Physical testing <br />included percolation testing and particle size analysis of the soils underlying the effluent disposal area. <br />Chemical testing included analyses for the constituents that influence nitrate loading. <br />• As illustrated on the Aerial photo, both the primary and 100% replacement area for the proposed <br />modular home can be installed on the east side of the property, adjacent to Koster Road. <br />In summary, the soils testing and investigation has found the indigenous soils under the proposed domestic <br />wastewater disposal area contain a predominately fine-grained silty, clayey material that possesses an <br />acceptable percolation rate that is faster than what would be expected given the soil type. Clay soils in the <br />Tracy area have exceptional permeability. The nitrate loading criteria were calculated to be acceptable. <br />Chesney Consulting <br />
