Item #403 Violation code: CCR 66265.173 Failed to keep hazardous waste containers <br /> closed except when adding or removing hazardous waste. <br /> OBSERVATION: The following open hazardous waste storage containers were observed on-site: <br /> -One five-gallon bucket of used oil was observed behind the western water treatment system. <br /> Response: CVWS respectfully requests this alleged violation be rescinded. CCR 66265.173 <br /> actually states that"A container holding hazardous waste shall always be closed during transfer <br /> and storage,except when it is necessary to add or remove waste." The container was neither in <br /> transfer or storage. However, on August 25, 2021, CVWS removed container and placed <br /> material in Used Oil container for disposal. Please see pictures Attachment H <br /> Item #605 Violation code: CCR 66262.34(f) Failed to completely label containers or <br /> portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. <br /> The containers were: <br /> -Four frve-gallon containers and one approximately 20-gallon container of used oil were <br /> observed behind the western water treatment system without hazardous waste labels. <br /> Response: On August 25,2021, CVWS removed containers and placed material in a labeled <br /> Used Oil container for disposal. Additional Hazardous Material training will be conducted to <br /> ensure material is labeled as required. Please see pictures Attachment H <br /> Item #707 Violation code: CCR 66273.34 Universal Waste Handler failed to label universal <br /> waste. <br /> OBSERVATION: The facility has not labeled their universal waste (UW) as required by this <br /> section. The following universal waste was observed on-site with incomplete labeling: <br /> -TW o black metal 55-gallon drums of batteries were observed in the MRF without the words <br /> "Universal Waste" <br /> -Six approximately 1-gallon buckets of batteries were observed at the sorting station in the MRF <br /> without the words <br /> "Universal Waste-batteries" <br /> -Two boxes of lamps were observed in the MRF without the words "Universal Waste-lamps" <br /> Response: August 24, 2021, CVWS added corrected labels and start dates to containers. <br /> Additional Universal Waste training will be conducted to ensure material is labeled as required. <br /> Please see Attachment I. <br /> Item #503 Violation code: CCR 66265.192(k) Hazardous waste tank assessment is <br /> incomplete. <br /> OBSERVATION: This facility has hazardous waste tanks with incomplete tank assessments. The <br /> tank assessment for the 1000 gallon has tank material thickness method listed as manufacturer <br /> specifications. Manufacturer specifications cannot be used to determine tank material thickness. <br />
