LLNL Emergency Management Plan (EPlan) <br />Rev 27 <br />January 2022 <br /> <br /> 94 <br />9.5 Communications <br />In addition to dispatching for Site 200 and Site 300, ACRECC provides dispatch service for a <br />large portion of eastern Alameda County. ACRECC is located at the Site 200 and operates under <br />Alameda County Emergency Medical Services and the California Governor’s Office of <br />Emergency Services policies and procedures. When operational, the EOC monitors 400 MHz <br />emergency radio traffic between the IC and dispatch. This radio is also monitored by the HSD <br />during normal work hours. The IC will keep the HSD informed about the status of situations <br />involving injured personnel. During normal work hours, the HSD has responsibility for <br />notifications to Laboratory management and family members with regard to ill or injured <br />employees; outside of normal work hours, the LEDO has notification responsibility. In the event <br />of an Operational Emergency, LLNL will utilize the State ICS for communication and <br />mobilization of resources at the direction of the IC. <br />Additional communication tools include the COPS database and the VERG network. COPS is <br />used by the EOC and the DOCs to record and monitor information during Operational <br />Emergency events.
