LLNL Emergency Management Plan (EPlan) <br />Rev 27 <br />January 2022 <br /> <br /> 10 <br />As part of the disaster response program, LLNL has a specifically trained group of volunteers <br />known as the Community Emergency Response Team (CERT). Decisions on tasking and <br />mission assignments are directed by the EOC Operations Section’s Disaster Dispatch through a <br />CERT Deployment Coordinator. LLNL CERT members are trained in accordance with the <br />CERT program guidelines of the U.S. Federal Emergency Management Agency (FEMA) and <br />U.S. Department of Homeland Security (DHS). CERT members are specifically trained in basic <br />disaster-response techniques to enable them as volunteers to take an active role in providing <br />critical support to LLNL and emergency response personnel during emergencies. The LLNL <br />CERT program is administered by EMD's Fire Protection Division. <br />The Laboratory’s disaster response program is overseen by the EMD’s PPD and also provides <br />Laboratory personnel information on how to respond to large-scale emergency situations, as <br />discussed in PRO-8301, Responding to Emergencies & Protective Actions Procedure, and <br />GUID-8331, Emergency Preparedness and Response Guide.” Boxes containing emergency <br />supplies are maintained as part of this program and located at assembly points across the LLNL <br />property (Sites 200 and 300). The “Self-Help” portion of the program relies on employees to <br />make an initial and continued effort to respond to and control emergencies (e.g., minor injuries, <br />small fires, etc.) until professional emergency response personnel can take charge. <br />After a major severe earthquake event, any LLNL request for assistance from the local <br />governmental emergency services would be responded to in accordance with the objectives in <br />local and regional disaster plans. The City of Livermore’s Comprehensive Emergency <br />Management Plan documents the City’s plans for disaster response, and includes references to <br />mutual aid agreements with LLNL. The San Francisco Bay Area Earthquake Plan was <br />developed by the U.S. DHS/FEMA Region IX and the California Governor’s Office of <br />Emergency Services (Cal OES) to describe the joint State and Federal response to a catastrophic <br />earthquake in the Bay Area. This plan is a component of the Concept of Operations for the joint <br />State and Federal response to a catastrophic incident in California. Under this plan, there are <br />three response phases during the first 60 days after the earthquake. Activities occurring after the <br />60-day period are described as long-term recovery. The objectives for the three phases of <br />response (immediate impact, sustained response, and relief) are summarized below: <br />Immediate Impact: Earthquake (E) to E+72 Hours <br />• Establish Interoperable Emergency Communications. <br />• Save Lives and Protect Public Safety. <br />• Provide Medical Care. <br />• Establish Lines of Supply and Transportation.
