LLNL Emergency Management Plan (EPlan)
Rev 27
January 2022

44
2.4 Activation of the Emergency Response Organization and Response
Facilities
2.4.1 Activation for Operational Emergencies
In the event of an Operational Emergency, the EMDO will:
1. Notify the LEDO
2. Activate the ERO, based on event categorization/classification and in accordance with
this Emergency Plan and associated plans/procedures (see Tables 2.1 and 2.3).
3. Provide initial offsite notifications.
The time it takes to declare the EOC “operational” during normal working hours is within sixty
(60) minutes of ERO activation notification. During non-working hours, EOC “operational”
status is within a minimum of 60 minutes and a maximum of 120 minutes of ERO activation
notification.
The EOC organizational structure develops in a top-down modular fashion that is based on the
size and complexity of the incident. The staffing level or functional areas are determined based
on the need to effectively manage the incident. The LEDO may declare the EOC operational
when he/she has met minimum staffing requirements identified below.
The minimum staffing or functional areas for declaring the EOC operational would include:
• Management functional area:
o ED
o PIM (either in the EOC or direct communications established [e.g., PAO DOC or
JIC)])
o EMC
o EOC Coordinator
• Operations Section functional area:
o Operations Chief
• Planning & Intelligence Section functional area:
o P&I Chief
o CQT Lead (HazMat incidents only)
o Information Lead
Once the EOC is declared operational by the ED, there should be an initial briefing for the EOC
staff by the P&I Chief and an initial telephone "bridge" call between the EOC/ED and IC to
establish basic situational awareness and a common operating picture for the ERO.
