LLNL Emergency Management Plan (EPlan) <br />Rev 27 <br />January 2022 <br /> <br /> 50 <br />3 OFFSITE RESPONSE INTERFACES <br />3.1 Overview <br />In the event of an emergency at LLNL, a number of offsite resources are available for mitigation, <br />response, and recovery activities to augment onsite assets. It is the purpose of this section to <br />briefly describe those Federal, State, local, and private agencies that may be involved in an <br />Operational Emergency response. In addition, the interfaces between LLNL and these agencies <br />are discussed, including documented agreements. <br />The PPD is the point-of-contact with offsite agencies for non-security emergency planning, <br />preparedness, and response. This includes, but is not limited to, offsite planning coordination for <br />LLNL, inter-agency meetings, and information transfer. The Fire Department has ongoing <br />contacts with local response agencies through mutual aid agreements and actual response. LLNL <br />PAO is the point-of-contact with offsite agencies in the area of public education. Additionally, <br />the Department Head of EMD and the PPD Manager meet regularly with their counterparts from <br />the three other Bay Area DOE facilities (Lawrence Berkeley National Laboratory, SNL/CA, and <br />SLAC National Accelerator Laboratory) to discuss common issues and approaches to emergency <br />management, as well as resource sharing during emergency events. <br />MOUs, Memoranda of Agreement (MOAs), and mutual aid agreements exist among specific <br />functional LLNL organizations and departments and their counterparts. The Security <br />Organization develops and signs security/law enforcement-related MOUs for LLNL. The EMD <br />develops and signs MOUs related to the fire/EMS/HazMat arena and provides these services at <br />LLNL under contract with the ACFD. The EMD also develops and signs MOUs associated with <br />local medical facilities. <br />In addition, DOE/NNSA maintains a number of emergency response assets and inter-agency <br />agreements with other Federal agencies that may be called upon for support. <br />LLNL has mutual aid agreements and understandings with local, county, State, and national <br />organizations. A list of the applicable agreements is maintained by PPD (Refer to Emergency <br />Response Agreements [EPO-List-10]). Organizations with agreements, along with the <br />NNSA/LFO, are provided annually a current copy of this Emergency Plan. <br />Department of Energy/National Nuclear Security Administration <br />DOE/NNSA is the lead Federal agency for emergencies at LLNL, except for certain security <br />situations when the Federal Bureau of Investigation (FBI) may be the lead. The resources <br />available from DOE/NNSA are extensive and include those from Federal agencies that are part <br />of the National Response Plan. These assets include:
