LLNL Emergency Management Plan (EPlan) <br />Rev 27 <br />January 2022 <br /> <br /> 61 <br />Site 300 has the capability to operate independently using their DOC in the event of an incident <br />primarily affecting that site that is not an Operational Emergency. The Site 300 DOC may be <br />activated at the request of the on-scene IC, the Site 300 manager, or the LEDO. In the event of <br />Site 300 DOC activation, the Site 200 EOC may also be activated at the discretion of the LEDO, <br />should the emergency warrant notifications or additional emergency resources from the <br />Livermore site. <br />4.1.4 Executive Business Coordination Center <br />The EBCC, located in Building 111 with an Alternate location in Building 551E, is responsible <br />for providing updates to corporate officials and partners and other VIPs, if necessary, such as <br />senior government officials and high-ranking elected leaders. To serve as an effective liaison to <br />corporate partners and other important persons, the EBCC receives regular information briefings <br />from the EOC. An off-duty LEDO, if available, may be assigned to the EBCC by the ED to serve <br />as a liaison with the EOC. <br />4.1.5 Fire Department Stations <br />ACFD under contract to LLNS maintains fire department stations at two LLNL locations that are <br />staffed 24 hours-a-day. Staffing consist of a minimum of two three-person engine companies at <br />Site 200 (Station 20) and one four-person company at Site 300 (Station 21). <br />ACFD Station 20 houses fire apparatus, firefighters, LLNL EMD Department Office, Fire <br />Protection Division, and Building Safety Division staff. ACFD Station 20 is nominally <br />18,000 square feet in area and was renovated in 1996. The contract with ACFD provides that <br />Station 20 is staffed as a “HazMat” station and all firefighters assigned to that station are <br />certified Hazardous Materials Technicians and all officers are certified Hazardous Materials <br />Specialists. In FY 2022, personnel from EMD, LLNL Project Management Office, and LLNL <br />Office of Strategic Infrastructure began initial planning for a replacement Fire Station at Site <br />200, with anticipated funding for design/construction in FY 2025. <br />ACFD Station 21 houses fire apparatus, firefighters and officers. Station 21 is nominally <br />6,800 square feet in area and was placed in service in September 1999. <br />Both facilities are designed to meet CBC seismic standards for an Essential Facility. As such, <br />they are designed to remain functional after a major earthquake. Both stations are connected to <br />back-up generators that will provide power during an extended power outage. <br />The ACFD, in addition to its contract for fire/EMS at LLNL, provides services to approximately <br />506 square miles with a daytime population of 384,000 people. The department consists of 4 <br />Battalions totaling 30 Fire Stations, 26 Engine Companies, 7 Ladder Truck Companies, a Heavy <br />Rescue Vehicle, Hazardous Materials Response Vehicle, Air/Light Support Unit, and a Dozer, <br />all of which are potentially available for response assistance at LLNL.
