LLNL Emergency Management Plan (EPlan) <br />Rev 27 <br />January 2022 <br /> <br /> 67 <br />4.2.2 Heavy Construction Equipment <br />A complete list of heavy construction equipment is available from the Infrastructure and <br />Operations Directorate (I&OD). <br />4.2.3 Decontamination Equipment <br />The Fire Department, LLNL ES&H Teams, LLNL FMTs, and site Medical Decontamination <br />Facility all have decontamination equipment/supplies available for emergency response. <br />4.2.4 Alarm Equipment <br />Employee emergency alarm systems <br />Employee emergency alarm systems at LLNL consist of the evacuation page and the nuclear <br />criticality accident alarm systems. When an emergency occurs that could endanger the health and <br />safety of personnel, employee alarm systems and protective actions are initiated either locally or <br />site-wide, depending on the extent of the problem. <br />Radiation alarm signal <br />The radiation alarm signal is a clarion horn sound. This sound indicates a radiation emergency <br />and is accompanied by rotating red/magenta beacon lights on the outside or inside of buildings <br />that might be affected. Further instructions over the site evacuation page system or from the <br />assembly point leader will be provided following the activation of a radiation alarm. <br />Fire alarms <br />Fire alarms are activated by automatic fire protection and/or detection systems such as sprinkler <br />system water flow, smoke and heat detectors, or manual pull boxes. LLNL fire alarms are <br />monitored continuously by ACRECC and the EMD Alarms Division. Personnel will be notified <br />of the activation of a fire alarm via the EVA system, controlled by ACRECC and the EMD <br />Alarms Division. <br />4.2.5 Rescue Team Equipment <br />The ACFD manages and maintains onsite apparatus and equipment used in firefighting, technical <br />rescue, hazardous material and emergency medical responses. ACFD has the capability to <br />respond to technical rescue incidents at LLNL. An ACFD Engine Company responds to known <br />technical rescue incidents with hydraulic rescue tools, cribbing, and air rescue bags. If the <br />incident were identified as a confined space incident, the HazMat vehicle would also respond, <br />since it carries the specialized confined space rescue equipment. If the incident were identified as <br />a trench and excavation search and rescue, ACFD will respond with their Heavy Rescue Unit <br />that is housed at an offsite ACFD station. <br />4.2.6 Sanitation, First Aid and Survival Equipment <br />Assembly points are equipped with basic first-aid supplies organized for response to a multi- <br />casualty incident based upon the Simple Triage and Rapid Treatment (START) system. There <br />are approximately 100 boxes located throughout Site 200 and Site 300.
