LLNL Emergency Management Plan (EPlan)
Rev 27
January 2022

83
make the calculation of the radiological risk and the recommendation to the local decision-
makers. The State can recommend to the local jurisdiction, but the ultimate constitutional
authority rests with local jurisdiction.
The California Department of Public Health has the equipment for the immediate response to
supplement the local capabilities by ACFD. Additionally, ACFD has the ability to request,
through the California Governor’s Office of Emergency Services, monitoring support from the
State’s Army National Guard 95th Civil Support Team that is based in Hayward.
7.3 Emergency Planning Hazards Assessments
As an integral part of emergency preparedness, hazards surveys and assessments are performed
and updated as needed. Specific PPD plans/procedures discuss the requirements, processes, and
procedures used to perform and document the facility EPHAs that form the quantitative technical
bases for the LLNL emergency management program.
