SAN J O A R N Environmental Health Department <br /> i , �V <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Fast Lane Central Valley 116 Roth Rd, Lathrop June 13, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 307 HSC 25290.1(c3), 25290.2(c3) Failure to keep water out of the secondary containment system (post-Jul 2003). <br /> OBSERVATION:Water was found in the UDCs 3/4, 7/8, and 11/12 sumps <br /> REGULATION GUIDANCE: Secondary containment shall be constructed to prevent any water intrusion into the <br /> system by precipitation, infiltration, or surface runoff. <br /> CORRECTIVE ACTION: The service technician removed approximately halve a gallon of liquid from the UDCs 3/4, <br /> 7/8, and 11/12 sumps and returned the sensor to its proper location. Immediately contact a properly licensed, <br /> trained, and certified contractor to address the water intrusion into the UDCs 3/4, 7/8, and 11/12 sumps under <br /> permit and inspection of the EHD. <br /> This was corrected on site. <br /> This is a repeat violation, Class ll. <br /> 315 HSC 25290.1(e)Failure to maintain interstitial space to detect leaks before release to environment(post-Jul 2004). <br /> OBSERVATION: The 87 Smart sensor(S10)failed when tested. <br /> REGULATION GUIDANCE: The interstitial space of the UST shall be maintained, as designed, under constant <br /> vacuum or pressure such that a breach in the primary or secondary containment is detected before the hazardous <br /> substance is released into the environment. <br /> CORRECTIVE ACTION: The sensor was replaced and retested during the inspection. <br /> This was corrected on site. <br /> This is a Class II violation. <br /> 319 CCR 2635, 2637.2,2665, 2712 Failure to comply with overfill prevention equipment requirements. <br /> OBSERVATION: Overfill prevention testing has not been conducted for the truck side.The overfill conducted on the <br /> car side on 05/16/2022,test results rejected EHD did not witness testing. <br /> REGULATION GUIDANCE: Overfill prevention equipment inspections were required to be conducted by October <br /> 13, 2018, and every 36 months thereafter, and within 30 days of completion of a repair. <br /> CORRECTIVE ACTION: Immediately schedule this testing and provide 48 hours notification to the EHD. Ensure all <br /> future testing is conducted within required time frames. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection (Car side 6/13/2022 and <br /> auto side 6/23/2022)..
