Eastern San Joaquin Groundwater Basin Groundwater Management Plan <br /> Table 1-1 Member Agencies of the Northeastern San Joaquin County <br /> Groundwater Banking Authority <br /> City of Stockton <br /> City of Lodi <br /> Woodbridge Irrigation District <br /> North San Joaquin Water Conservation District <br /> Central San Joaquin Water Conservation District <br /> Stockton East Water District <br /> Central Delta Water Agency <br /> South Delta Water Agency <br /> San Joaquin County Flood Control and Water Conservation District <br /> California Water Service Company* <br /> San Joaquin Farm Bureau Federation* <br /> *Associate Members <br /> 1 .2 Purpose and Objectives <br /> Over the past several years, the Authority has provided a consensus-based forum of local public <br /> water interests to work cooperatively with one voice to study, investigate, and plan locally <br /> supported groundwater banking and conjunctive use projects in the Eastern San Joaquin <br /> County. The Authority Board convenes monthly while the Authority Coordinating Committee <br /> meets twice a month on planning activities with cooperative assistance provided by the <br /> California State Department of Water Resources and the Center for Collaborative Policy. <br /> San Joaquin County has made substantial progress related to water resource planning and <br /> continues to build on the momentum gained by local achievements in such endeavors through <br /> the Authority. In a report published by the Center for Collaborative Policy entitled, "Stakeholder <br /> Assessment for San Joaquin County— Conditions, Issues, and Options for Collaborative <br /> Solutions", the report suggested a core group of issues fundamental to continuing a <br /> comprehensive approach to solving the water resource needs within the County. The report <br /> concluded that the keys to successful planning efforts include: <br /> • Development of a common understanding of the operations of water sub-basins within <br /> the County and the necessity of conjunctive use to the health of these basins and the <br /> County's economy in the future <br /> • Use of consensus decision-making <br /> • Grouping of members who are consistent in attendance, clear in communication, and <br /> conscientious in relaying information and views between their constituency and the <br /> group <br /> One of the major activities the Authority has dedicated itself to this past year is the Groundwater <br /> Management Plan (Plan). The purpose of the Plan is to review, enhance, assess, and <br /> coordinate existing groundwater management policies and programs in Eastern San Joaquin <br /> County and to develop new policies and programs to ensure the long-term sustainability of <br /> groundwater resources in Eastern San Joaquin County.
