While subject property is not currently in an area <br />designated as being subject to flooding, it will be <br />placed in the Flood Hazard Zone when the new study by <br />the Army Corps of Engineers is adopted. Preliminary <br />flood maps prepared by the Corps, indicate a proposed <br />flood elevation of 16.5 feet in this area. Subject <br />site shows elevations from 13.7 feet to 19.2 feet. <br />2. The environmental assessment prepared for this project <br />identified a potential cumulative traffic impact from <br />this and other proposed projects in the Lathrop area. <br />A Draft Environmental Impact Report prepared for a <br />large development proposed on the north side of <br />Lathrop Road has identified significant adverse <br />cumulative traffic impacts in this area. <br />Consequently, measures for mitigation will be included <br />in the recommended conditions of approval. <br />3. Fire protection will be provided by the Manteca - <br />Lathrop Fire District. The district indicates that <br />two fire hydrants built to District specifications <br />will be required. <br />RECOMMENDED CONDITIONS OF APPROVAL <br />The Planning Division recommends approval subject to the <br />following conditions: <br />1. The floor level of all residential structures shall be <br />raised one foot above the 100 year flood elevation. <br />2. A preliminary copy of the subdivision's required <br />Subdivision Report shall be submitted to the Planning <br />Director for review and approval. This report shall <br />include a provision advising first time property <br />owners that they will be responsible for paying <br />developer fees to the Manteca Unified School District <br />prior to the issuance of a building permit. <br />
