San Jose Rd . , Tracy ) <br /> The following requirements have been identified as pertinent to this project . Other requirements may <br /> also apply . These requirements cannot be modified . <br /> 1 . Applicant shall contact Robert McClellon , Program Coordinator , Small Public Water System <br /> Program , at ( 209 ) 468 - 0332 , to determine if the existing well can be permitted as a public water <br /> system prior to issuance of building permits . If a public water system is required , applicant shall <br /> submit a Small Public Water System preliminary technical report to the California State Water <br /> Resources Control Board , Division of Drinking Water (Water Board ) at least six months before <br /> initiating construction of any water related improvement , as defined . The issuance of a permit to <br /> operate a small public water system by the local primacy agency ( EHD ) is prohibited without the <br /> concurrence of the Water Board . Please contact Brian Kidwell , P . E . with the SWRCB Division of <br /> Drinking Water at ( 209 ) 948 - 3963 concerning the requirements for preliminary technical report <br /> submittal prior to issuance of building permits . <br /> 2 . If the Water Board determines that an onsite well shall be used as the potable water source , a <br /> permit application to operate Small Public Water System shall be submitted to the EHD for <br /> approval prior to issuance of building permits . To issue a permit to operate , concurrence from <br /> the Water Board is required . A yearly permit to operate a public water system will be required by <br /> the EHD prior to sign off of the certificate of final occupancy ( San Joaquin County Development <br /> Title , Section 9 - 1120 . 2 and 9 - 1115 . 9 . ) . <br /> 3 . The supplier must possess adequate financial , managerial , and technical capability to assure <br /> delivery of pure , wholesome , and potable drinking water in accordance with San Joaquin <br /> County Development Title , Sections 9 - 1120 . 2 and 9 - 1115 . 9 and C . C . R . , Title 22 , and Health <br /> and Safety Code , Section 116525 116570 . <br /> 4 . The existing private water wells shall be tested for the chemical Dibromochloropropane ( DBCP ) <br /> and nitrates with the results submitted to the Environmental Health Department prior to issuance <br /> of building permit ( s ) . Samples are to be taken and analyzed by a State - approved laboratory <br /> ( San Joaquin County Development Title , Section 9 - 1115 . 7 ) . <br /> 5 . A soil suitability and nitrate loading study incorporating proposed staff and customer use shall <br /> be submitted to the Environmental Health Department , indicating that the area is suitable for <br /> septic system usage . The studies must be approved by the Environmental Health Department <br /> prior to issuance of building permit ( s ) . ( San Joaquin County Development Title , Section 9 - <br /> 1105 . 2 ( d ) ) .
