INTENT OF THE BOARD OF SUPERVISORS <br /> As the intent of the Board of Supervisors was an issue at our last hearing,we thought it <br /> important to review the transcript from the July 24, 2001 San Joaquin County Board of <br /> Supervisors meeting at which the ordinance was adopted. The following direct quotations clearly <br /> identify the intent of the Board, and may assist and guide the Commission in the review of this <br /> application. <br /> "Marketing Events" <br /> Morenco "I can see in the Bay Area, I attended a wedding in Napa and I can see where... for the <br /> Bay Area folks to come and see and to be exposed to a vineyard is really something that they <br /> look forward to and it would be indirectly marketing wine." <br /> Moreno "To me, anything that showcases it, for instance a wedding where wine can be served, <br /> would be a way of promoting the wine industry." <br /> Moreno "So you're saying (directed to Russ Matthews, S.J. Farm Bureau) that if there's a <br /> wedding and they can prove that they're to consume wine at that winery then it's OX <br /> Matthews (response) "I believe that you will find that a lot of people that will talk to you today <br /> will explain to you how they, in their professional applications as winery owners, or people <br /> involved in wineries, can use an event like a wedding as a Marketing Event." <br /> Guitierrez"What I'm hearing is that he (Matthews) is not opposed to weddings that are used in <br /> the process of marketing wine. <br /> Lange(Brad Lange, Lodi grape grower and Farm Bureau leader)..."Is there any language <br /> prohibiting a winery, within their marketing plan, from charging a fee for their facility,whether <br /> it be a tax,whether it be in a per person fee, or facility fee? Is there any place in the ordinance <br /> that prohibits a winery, within their marketing plan, to charge a fee for use of their facility? <br /> Kerry to the chair(in response)--"There is no specific language that prohibits that." <br /> Lange"if it's truly the cause of the people that are in front of you that are applying for a permit <br /> to produce wine and sell wine as a winery, and that's going to be their primary source of income, <br /> and yet their secondary source would be the ability, where in the market place to allow them to, <br /> to charge a secondary or a supplemental fee for use of their facilities for a wedding, a concert, a <br /> jazz festival that you charge $10.00 a head or whatever, then I submit that the ordinance is doing <br /> exactly what they want to do on one side, and what the Hartzell's ,and other folks that have <br /> testified, want to do on the other side." <br /> Kerry (directed through the Chairman) "The focus of a marketing event should be wine.
