Hazelton Ave. Lodi, CA 95240 <br /> Stockton, CA 95205 <br /> SA-01-95,NEW WINER YPRODUCTION FACILITY, LODI, SAN JOAQUIN COUNTY <br /> I have reviewed the Application Referral for construction of a winery at 9291 East Harney Lane, Lodi, <br /> which was distributed by the San Joaquin County Community Development Department. The <br /> Application Number is SA-01-95. The document briefly describes plans to construct a wine <br /> manufacturing facility. <br /> The disposal of domestic and industrial wastewater is not adequately described in the Application <br /> Referral. Manufacturing wine generates industrial wastewater that can generate offensive odors and I <br /> impact the quality of groundwater. If wastewater is generated and treated, stored, or disposed on site, <br /> then Waste Discharge Requirements (WDRs) are required. The property owner shall submit a Report of <br /> Waste Discharge (RWD) at least 120 days prior to discharging wastewater at the site. California Water i <br /> Code Section 13260 requires submittal of the RWD. If wastewater is stored above ground and hauled to <br /> a municipal treatment plant, WDRs may not be required. If groundwater dewatering is required, the <br /> owner/operator shall submit a RWD to apply for a National Pollutant Discharge Elimination System <br /> (NPDES)permit at least 120 days prior to initiating dewatering activities. <br /> Depending on the Standard Industrial Classification(SIC) code of the final project, compliance with the <br /> National Pollutant Discharge Elimination Systcm(NPDES) General Permit No. CAS000001 for <br /> Discharges of Storm Water Associated With Industrial Activities may be required. The SIC codes of <br /> activities requiring coverage are listed in the General Permit. In order to obtain coverage by the General <br /> Permit, the proponent must submit a Notice of Intent to comply with the permit (NOI)to the State Water <br /> Resources Control Board and a Storm Water Pollution Prevention Plan(SWPPP) must be prepared. <br /> If construction associated with the project will disturb more than five acres or is part of a larger common <br /> plan of development that encompasses five or more acres, the property owner needs to obtain permit <br /> coverage under the National Pollutant Discharge Elimination System(NPDES) General Permit No. <br /> CAS000002 for Discharges of Storm Water Associated With Construction Activity. Before construction <br /> begins, the proponent must submit an NOI to comply with the permit to the State Water Resources <br /> Control Board and a SWPPP must be prepared.
