Safety and Health Plan <br />1515 Fresno Ave Industrial Building Development Stockton, California Irerracon <br />November 16, 2021 Terracon Project No. NA215051 <br />17.3 Cold Stress <br />Persons working outdoors in low temperatures are subject to cold stress, especially if the <br />temperature is at or below freezing. Exposure to cold for a short period of time can cause severe <br />injury to the surface of the body (frostbite), or result in profound general cooling, potentially <br />resulting in clinical hypothermia and death. Areas of the body with high surface to volume area, <br />such as fingers, toes, and ears are the most susceptible. In general, the body's response to cold <br />stress progresses from frostbite to hypothermia. Recognition of the symptoms of cold stress is <br />essential to worker protection when operating in low temperatures. <br />Utilize cold weather clothing available from Terracon's personal protective equipment vendor, <br />including thermal hardhat liners, gloves, and footwear traction devices to prevent slips and falls <br />on slick and icy walking surfaces. <br />18.0 TRAFFIC CONTROL <br />Worksites confront motorists with a situation they do not expect, cannot anticipate and find <br />confusing. They also tend to create hazards with which the driver can collide. Worksites distract <br />motorist's attention from the driving tasks and expose workers to oncoming traffic. <br />Some inadequate traffic control measures that have led to worksite traffic accidents include: <br />Inadequate advance warning <br />Inadequate and inappropriate signs and messages <br />Confusing messages <br />Inadequate guidance through the work zone <br />Conflicting pavement markings <br />Unprotected hazard such as shoulder drop offs <br />Whenever project sites under Terracon control will disrupt vehicle traffic or expose Terracon <br />personnel to the hazards of vehicle traffic, (i.e., work on an active roadway, including shoulders) <br />adequate traffic control measures must be implemented. <br />Terracon's preferred method for implementing traffic control is to request that clients assume this <br />responsibility. Where clients refuse to assume responsibility, Terracon will attempt to sub- <br />contract the service to a reputable traffic control firm. Terracon personnel with no training or <br />experience in traffic flagging or the placement of traffic control devices such as signs, barricades <br />or flashers are prohibited from engaging in traffic control operations unless directed by a trained <br />and experienced individual. <br />20 <br />
