According to the San Joaquin County District Viewer (sjmap.org), the Site is zoned R - VL, Very Low Density Residential. The San Joaquin County Community Development Department states that this zoning designation "is intended as a transition from rural to urban areas. It allows for detached, single-family dwellings on large lots located in existing communities or on the urban fringes. Full urban services are required for development in this zone." Existing and Proposed Septic Tank Usage Existing Septic System One septic system is currently located on the Site (Plate 2). Proposed Septic System As required by the San Joaquin County Environmental Health Department, the Navarros plan to construct a new septic system for the existing second residence. On -Site Septic Permit History The San Joaquin County Environmental Health Department septic permit files were searched for the Site address. No permits were identified. A Complaint Investigation Summary related to the on-site septic system was identified and has been included in Appendix 4. Existing Septic Tank Usage in the Vicinity To estimate the septic system usage in the area, our office counted septic systems that exist within approximately one square mile surrounding the property. Air photo imagery from Google Earth was used. Each building cluster on the photo was assumed to have one septic system. Using this method, it is estimated that at least 180 septic systems per square mile are located in the immediate vicinity of the Site. The vicinity of the Site is composed rural residences and commercial/industrial properties. Septic Permit History in the Vicinity Based on a review of septic permits on file at the San Joaquin County Environmental Health Department for nearby properties, septic systems in the area utilize leach lines, leach lines with sumps, or filter beds.
