SAN J 0 A Q U 1 N Environmental Health Department <br /> u ; i y 1 Iii <br /> Hazardous Materials Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> RAISING CANE'S#529 1311 E YOSEMITE AVE, MANTECA August 02, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 5 HSC 25505(a)(1) Failed to electronically submit hazardous materials inventory for all reportable materials on site. <br /> OBSERVATION: The Hazardous Materials Inventory forms for vegetable oil and carbon dioxide were not complete. <br /> The carbon dioxide and vegetable oil do not have the average daily amount and largest container sizes listed. <br /> Carbon dioxide and vegetable oil do not have storage pressure and storage temperature listed on the chemical fact <br /> form.Add storage pressure and storage temperature to both materials.Vegetable oil is not required to be listed on <br /> the chemical inventory. <br /> REGULATION GUIDANCE :The Hazardous materials inventory information must be current and submitted as part <br /> of the business plan. <br /> CORRECTIVE ACTIONS: Immediately log into the California Environmental Reporting System (CERS)at <br /> http://cers.calepa.ca.gov/, enter the correct or updated information, and submit to the EHD for approval. <br /> This is a minor violation. <br /> $ HSC 25505(a)(4) Failed to establish and electronically submit a reasonable or an adequate training program. <br /> OBSERVATION:A training program was lacking or insufficient.The training program does not cover where the <br /> evacuation staging area is and when to call the Unified Program Agency(UPA)phone number. Discard the <br /> documents and say provided elsewhere in CERS under the emergency response plan and contingency plan <br /> section. <br /> REGULATION GUIDANCE: Training programs for all employees and annual training, including refresher courses, <br /> shall include familiarity with the facility's Emergency response plans and procedures in the event of a release or <br /> threatened release of a hazardous material.Training shall cover, but not limited to, all of the following: <br /> (A) Immediate notification contacts to the appropriate local emergency response personnel and to the unified <br /> program agency. <br /> (B)Procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to <br /> persons, property, or the environment. <br /> (C) Evacuation plans and procedures, including immediate notice,for the business site. <br /> These training programs may take into consideration the position of each employee. <br /> CORRECTIVE ACTION: Immediately prepare or update the facility's training program, log into the California <br /> Environmental Reporting System (CERS)at http://cers.calepa.ca.gov/, upload the correct or updated information, <br /> and submit to the EHD for approval. <br /> This is a Class II violation. <br /> FA0026658 PR0547664 SCO01 08/02/2022 <br /> EHD 19-01 Rev.12/06/2021 Page 2 of 3 Hazardous Materials Program OIR <br /> 1868 E.
