Iwamiya, Senior Civil Engineer <br /> Public Services Division <br /> SUBJECT: UP-97-15 A USE PERMIT PREAPPLICATION FOR A 400-PERSON FARM LABOR <br /> CAMP ON 20 ACRES OF AN 80-ACRE PARCEL, LOCATED ON THE SOUTH SIDE <br /> OF HARNEY LANE, ONE-FOURTH MILE EAST OF TULLY ROAD. (DISTRICT 4). <br /> APPLICANT: Jose Rios APN: 065-040-07 <br /> INFORMATION: <br /> The site is not currently located within a Federal Flood Insurance Administration Designated Flood <br /> Hazard Area. <br /> Harnev Lane has an existing right-of-way width of 60 feet and a planned right-of-way width of 60 feet. <br /> RECOMMENDATIONS: <br /> 1. Encroachment permit shall be required for work within road right-of-way. <br /> (Development Title Section 9-1145.4) <br /> 2. The driveway approach shall be improved in accordance with the requirements of San Joaquin County <br /> Standards R-17 prior to issuance of the occupancy permit. (Development Title Section 9-1145.5) <br /> 3. The entrance road shall be improved in accordance with the requirements of the Uniform Fire Code <br /> Section 10-207, San Joaquin County Standards F-1a, F-lb and F-lc and the Linden-Peters Fire District <br /> prior to issuance of the occupancy permit. (Development Title Sections 9-1145.5 and 9-1150.15) <br /> 4. The Traffic Impact Mitigation Fee will be required for this development. The fee is due and payable <br /> at the time of building permit application. (The fee currently is $143.38 per daily trip-end generated in <br /> the Lockeford area. The fee shall be automatically adjusted July 1 of each year by tll,e Engineering <br /> Construction Cost Index as published by the Engineering News Record.) <br /> (Resolutions R-90-304, R-91-1025, R-93-167, R-94-179, R-95-650 and R-96-592) <br /> 5. A traffic study shall be prepared to determine the impacts and mitiaation measures of the Harney Lane <br /> and State Highway Route 88 intersection, the Harney Lane and Jack Tone Road intersection and the <br /> access location. The developer shall deposit funds with the County for all costs, as estimated by the <br /> Department of Public Works Public Facilities Division, prior to Department of Public Works preparing <br /> or contracting for the required study. Any mitigations required by the traffic study shall be provided by <br /> tile applicant.
