Dear Mr. Swanson: SJCOG, Inc. has reviewed application PA-0500061 (UP) Pre-application the site approval for a 591 seat religious facility in three phases. Phases One and Two to be a 47,168 square foot sanctuary. Phase Three to be a 14,300 square foot youth center with offices, bathrooms and gymnasium. The project is located at the northwest corner of Union and Nile Roads, south of Manteca. This project will require the conversion of Multi-purpose lands. San Joaquin County is a signatory to the San Joaquin County Multi-Species Habitat Conservation and Open Space Plan (SJMSCP), and as such should condition the project applicant(s)to participate in the SJMSCP. The current fee for the conversion of Orchard and Vineyards is $909/acre. Participation in the SJMSCP satisfies requirements of both the state and federal endangered species acts, and ensures that the impacts are mitigated below a level of significance in compliance with the California Environmental Quality Act(CEQA). Although participation in the SJMSCP is voluntary, lead agents should be aware that if project applicants choose against participating in the SJMSCP,they will be required to provide alternative mitigation in an amount and kind equal to that provided in the SJMSCP.
