S A N J 0 A Q I I I Irl Environmental Health Department <br /> C o u N T AMENDED <br /> 4/26/2022 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> JD Service Station, Inc. 9015 WALNUT GROVE RD, THORNTON April 26, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: A used diesel nozzle and a diesel hose was placed on top of a 55 gallon steel drum. The waste <br /> was not covered or placed in a container to prevent any release or contamination. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: The violation was corrected during the inspection by Manager Nasim Tarin placing the <br /> waste in a drum. No further action is required to correct this violation. <br /> This is a Class II violation. <br /> 304 CCR 66262.34(d)(2) Failed to maintain adequate aisle space for unobstructed response to emergencies. <br /> OBSERVATION: The facility has two 55 gallon drums containing hazardous waste. The drums were stored behind <br /> two trash bins in an enclosure. The trash bins needed to be pulled out of the enclosure to inspect the drums. <br /> REGULATION GUIDANCE: The owner or operator shall maintain aisle space to allow the unobstructed movement <br /> of personnel,fire protection equipment, spill control equipment, and decontamination equipment to any area of <br /> facility operation in an emergency, unless it can be demonstrated to the Department that aisle space is not needed <br /> for any of these purposes. <br /> CORRECTIVE ACTION: The violation was corrected during the inspection by the enclosure being rearranged. No <br /> further action is required to correct this violation. <br /> This is a Class II violation. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. The containers <br /> were: <br /> -One black 55 gallon drum containing fuel contaminated liquid was missing a label <br /> -One black 55 gallon drum containing fuel contaminated debris was missing a label <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: The violation was corrected during the inspection by Manager Nasim Tarin correcting the <br /> labels. No further action is required to correct this violation. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> An inspection report was provided to the facility operator on the day of inspection. The report was amended <br /> and replaces the initial report. Violation 301 was corrected during the inspection.
