Item No. 3 <br /> PC : 6-16-88 <br /> UP-88-31 <br /> Page 1 <br /> RECOMMENDATION <br /> The Planning Division recommends that the Planning -Commission <br /> deny Use Permit Application No. UP-88-31 based upon the inability <br /> to make Findings No. 1 and 4, as noted in the staff report . <br /> FINDINGS <br /> 1 . "The establishment , maintenance, and operation of the use <br /> does not conflict with the General Plan. " <br /> ° Staff cannot make this finding because the proposed church <br /> would be an intrusion of an urban type use into a viable <br /> agricultural area and will conflict with agricultural <br /> operations . <br /> 2 . "Adequate utilities, access roads, sanitation, drainage, and <br /> other necessary facilities have been provided, and the pro- <br /> posed improvements are properly related to proposed streets <br /> and highways . " <br /> • Staff can make this finding because the facilities are <br /> either already in place or are proposed to be provided by <br /> the applicant as part of this Use Permit . <br /> 3 . "The property is of adequate size and shape to accommodate <br /> the proposed use and all yards, building coverage, setbacks, <br /> parking areas, and other requirements of the Planning Title. " <br /> Staff can make this finding because the site plan conforms <br /> to GA-40 regulations and other requirements of the Planning <br /> Title. <br /> 4 . "Issuance of the permit will not be significantly detrimental <br /> to the public health, safety, or welfare or be injurious to <br /> the property or improvements of adjacent properties . " <br /> • Staff cannot make this finding because the church is an <br /> intrusion of an intensive urban type use into an agri- <br /> cultural area. Locating the church at this particular site <br /> will likely lead to land use conflicts between the church <br /> and adjacent agricultural uses and may also serve as an <br /> impetus for additional urban type development in this area <br /> south of State Route 26 . <br /> PROJECT DESCRIPTION <br /> This request is to establish a 5 , 460-square-foot sanctuary and a <br /> 3 , 960-square-foot multi-purpose building to include classrooms <br />
