Another consideration is that site access <br /> would then be off of Duncan Road rather than State Route 26 , <br /> which would enhance traffic safety. <br /> During staff ' s initial review of the operation, it appeared <br /> that staff could not support the church use on this agri- <br /> cultural site due to the availability of existing residential <br /> and commercial property within the community of Linden. The <br /> applicants responded by preparing a land use inventory of these <br /> available properties within the community which indicated that <br /> the properties were either too small , not for sale, or not com- <br /> patible with a church use . Based upon this, staff concluded <br /> that a favorable recommendation of the church could be made <br /> provided the site was reoriented to the corner of the property <br /> located at the Duncan Road/State Route 26 intersection. <br /> Parking/Access: <br /> As mentioned above, staff is recommending that the site be <br /> relocated so that all access will be off of Duncan Road. If <br /> this is not done, at a minimum only one access point should be <br /> permitted off of State Route 26 . Based on the parking require- <br /> ment of one stall for each three church seats, the number of <br /> on-site parking spaces proposes is adequate . <br /> ENVIRONMENTAL REVIEW: <br /> An Initial Study was prepared on May 10, 1988 , and two poten- <br /> tially significant effects were noted. These include potential <br /> land use conflicts and agricultural incompatibility, and traffic <br /> and access. Both of these effects have been discussed in the <br /> preceding portion of this staff report , and based upon these <br /> effects, staff is requesting that the project be continued and <br /> that a revised site plan be submitted. The revised site plan <br /> would incorporate mitigation measures for these potentially <br /> significant impacts and would enable staff to prepare a Negative <br /> Declaration . <br />
