On June 23 , 1988 , Bob Celum filed an appeal of the Planning <br /> Commission' s denial of this project . <br /> BASES FOR APPEAL : <br /> In his appeal , Mr. Celum makes the following points: <br /> 1 . The church use is not an intensive urban type use , and it will not <br /> conflict with existing agricultural operations in the area. The <br /> church will only be used for approximately three hours on Sundays <br /> and occasionally during mid-week for meetings. Additionally, the <br /> facility will be fenced and landscaped to minimize the effects of <br /> this type of use in a predominantly agricultural area. <br /> 2 . The project is not growth inducing and will not serve as the impe- <br /> tus for additional urban type growth in this area. After looking <br /> for a church site within the community of Linden for several <br /> years , this appears to be the best available site. Although this <br /> project will result in the loss of a small amount of farm land, <br /> any other site located in this general area would have the same <br /> result . <br /> Based upon these comments, Mr. Celum states that Use Permit Findings <br /> No. 1 and 4 can be made, as the use is not anticipated to conflict <br /> with agricultural uses, nor is the project expected to encourage addi- <br /> tional urban type growth in this area. <br /> ANALYSIS OF THE APPEAL: <br /> Response to Comment No. 1 : <br /> It was determined by staff and three members of the Planning <br /> Commission that locating the church at this site would constitute an <br /> intrusion into an agricultural area and result in related land use <br /> conflicts between agricultural uses and the church use. <br /> Response to Comment No. 2 : <br /> It was determined by staff and three members of the Planning <br /> Commission that locating the church at this site may be growth <br /> inducing and may serve as the impetus for future urban type develop- <br /> ment in the area south of State Route 26 between the proposed church <br /> and the community of Linden. This area is also comprised of prime <br /> agricultural soils, and this project will result in the loss of prime <br /> farm land. Should this project serve to induce additional growth in <br /> the area between the church facility and Linden, additional prime farm <br /> land will be lost . <br /> FISCAL IMPACT: <br /> None. <br /> BOS LETTER PAGE 2 <br />
