Dear Mr. runderburg: San.Joaquin County is a signatory to San Joaquin.County Multi-Species Habitat Conservation and Open Space Plan(SJMSCP). Participation in the SJMSCP satisfies requirements of both the state and federal endangered species acts, and ensures that the impacts are mitigated below a level of significance in compliance with the California Environmental.Quality Act(CEQA). Although participation in.the SJMSCP is voluntary, lead agents should be aware that if project applicants choose against participating in the SJMSCP, they will be required to provide alternative mitigation in an amount and kind equal to that provided in the SJMSCP. SJCOG, Me, has reviewed application.PA-0400234(SA). This prgicct involves erecting a 100- foot monopole communications facility with five radio equipment cabinets. The project is located north of State Route 120 and west of Van.Allen Road;northwest of Escalon. This p.i-oject will.require the conversion of Multi-Purpose Open Space habitat and as such should condition the project applicant(s)to participate in the SJMSCP. The project is located within the u,ntnapped land use areas and as per the requirements of the SJMSCP talose projects are subject to case-by-case review by the Habitat Technical Advisory Committee (TAC)prior to participation.
