It is clear that he does not earn a substantial <br /> portion of his income from farming activities in San Joaquin <br /> County. Further division into a 10-acre and a 17-acre parcel <br /> would not appear to accomplish the result of aiding in the <br /> financing of a small parcel without encumbering the entire <br /> farm, since only 17 acres is left once 10 acres is split from <br /> the larger parcel . <br /> 2 . Does this application meet the intent of the homesite provi- <br /> sion? <br /> Response : <br /> The purpose of the homesite provision is to reduce agri- <br /> cultural fragmentation while making it easier for farmers to <br /> finance residences on their farm sites . The reason is that <br /> the benefit of providing a small homesite to allow a farmer <br /> to live on his property justifies the parcel fragmentation <br /> caused by the homesite . If the applicant ' s major holdings <br /> are in another County, there is little benefit from creating <br /> a homesite in this County. Also, subdividing a 27-acre par- <br /> cel in a GA-40 zone into a 17-acre and a 10-acre parcel <br /> seriously reduces the agricultural value of the property. <br /> Therefore, staff feels that this application does not meet <br /> the intent of the homesite provision. <br /> ENVIRONMENTAL CONSIDERATIONS : <br /> An Initial Study was prepared for this project on August 22 , <br /> 1988, and no significant effects on the environment were iden- <br /> tified. <br />
