The Site for the Temporary Household Hazardous Waste Collection event has been <br />chosen to meet the requirements of Permit by Rule Regulations for Temporary <br />Household Hazardous Waste Collection Facilities. In doing so the following <br />specifications have been insured: <br />The site has a buffer zone. The buffer zone is an area fifteen feet around <br />the waste processing and drum staging areas. (See site map) <br />2. The site is large enough to accommodate all of the necessary equipment, <br />personnel and anticipated number of vehicles for safe operation. <br />3. The site is paved with asphalt or concrete in good repair <br />Additionally the following conditions will be met. <br />1. A physical barrier such as cones, tape or tables will be used to delineate the <br />perimeter of the handling and storage areas <br />2. A canopy tent will be used to cover the waste processing area of the HHW <br />event and the CESQG event if the weather warrants. <br />3. Signs will be posted with the following information: <br />"Danger! Hazardous Waste Area - Unauthorized Personnel Keep <br />Out". <br />Prohibiting food, Beverages and smoking in the receiving, handling <br />and storage areas <br />All signs will be in English and any other language predominant in the <br />area and legible from a distance of at least 25 feet <br />4. At all times hazardous waste is on site, there will either be a surrounding <br />fence, or a security guard to prevent access by unauthorized persons <br />5. Artificial lighting will be used if the waste is stored during hours of <br />darkness <br />6. There will be a separate storage area for wastes which are ready to be <br />transported off-site <br />7. Traffic control will be previously approved by the appropriate local <br />agencies <br />8. Traffic will be directed by staff authorized by PHILIP <br />ENVIRONMENTAL <br />9. Traffic will be routed in a one-way direction <br />10. The site will be clearly marked to control public access <br />11. All ignitable and/or reactive waste will be packaged into 55 Gal 17H <br />drums as quickly as possible after being received. <br />12. The buffer zone is a designated area in which activities will be restricted. <br />Only those people involved in the operation of the event, or authorized <br />by the site supervisor will be allowed in this area. <br />111-2 <br />
