7

b. Construction materials and waste have been disposed of properly
c. All exposed soil areas and other areas of potential erosion are stabilized
d. An operation and maintenance plan for erosion and sediment control is in place
e. The site is in compliance with all local storm water management requirements

3) All storm water is either retained on site or discharged off-site to evaporation or percolation
ponds
OR
Via several bio-retention facilities, all storm water will drain into the City of Lathrop storm
drain system upon treatment

4) Discharge of storm water from the site is now subject to another NPDES general permit or
an individual NPDES permit

5) The project has transferred to a new Operator/Owner who will be legally responsible for
storm water discharges. The new owner must be notified of NPDES permit requirements
and may be required to submit a new NOI for coverage under the General Permit.

SECTION 2 - PROJECT INFORMATION

SECTION 2.1 - PROJECT AND SITE DESCRIPTION

The DESIGNATED REMAINDER project consists of proposed construction of base
infrastructure including installation of domestic, irrigation and fire service off of Louise Avenue,
installation of terminal sewer and storm drain connection to the public system, stockpiling of excess
soil, re-routing of underground fire protection system for existing Building 1 and grading of a
detention basin located at the southeast corner of the site. Construction of the project will involve
grading and clearing, use of heavy equipment, and handling of a large variety of building material s.
Storm water runoff may be affected by project grading.
The DESIGNATED REMAINDER project is located in Lathrop, California, east of the Interstate
5 / E. Louise Avenue interchange. Currently, the land is a vacant. Following construction, the land
use of the site will be industrial/manufacturing. When complete, the site drainage will tie into an
existing storm drain system, managed by the City of Lathrop.
Native soil underlying the project site consists of moist, medium dense to dense, fine-grained silty
sands and sandy silts to an approximate depth of 15 feet followed by an approximately 3-foot thick
layer of moist to wet, stiff silty clay with fine grained sand. The silty clay was then underlain by
saturated, dense silty sand. A geotechnical report prepared by Berlogar Stevens & Associates dated
December 21, 2015, Project Number 3751.200. This geotechnical report describes the nature of the
subsurface conditions in greater detail. A copy of this geotechnical report is retained on site.
SECTION 2.2 - STORMWATER RUN-ON FROM OFFSITE AREAS

There are no significant locations with stormwater run-on from adjacent areas for this project.
