<br /> 13 <br /> <br />SECTION 3.3 - NON-STORMWATER AND MATERIALS MANAGEMENT <br /> <br />An inventory of construction activities, materials, and wastes that may contribute to non-stormwater <br />discharges is provided in Section 2.6. The following list indicates the BMPs that have been selected <br />to prevent non-stormwater discharges and manage materials on site. The following are primary <br />sediment control measures that may apply to this project and are to be implemented if needed as <br />determined by the Erosion Control Plan, QSD, QSP or contractor. If implemented, the BMPs are to <br />be installed and used per the CASQA BMP Fact Sheets, which are referenced in parenthesis and <br />included in Appendix G: A narrative description of each BMP follows: <br />1) Water Conservation (NS-1) – The contractor shall take extra care to conserve water on-site. <br />Water equipment shall be repaired immediately if leaking water is observed. Minimizing <br />water runoff reduces the risk of discharging visible and non-visible pollutants to the storm <br />drain. <br />2) Illicit Connection/Discharge (NS-6) – The contractor shall perform an initial inspection of <br />the site to identify any pre-existing illicit connections, discharges, or hazardous material <br />exists on site. Generally, only stormwater is allowed to drain into the storm drain system. <br />Therefore, the contractor should inspect the site regularly for evidence of illegal dumping or <br />discharges such as unusual colors surrounding catch basins or abnormal water flows during <br />dry weather. <br />3) Vehicle and Equipment Cleaning (NS-8) – If vehicle and equipment cleaning will be <br />performed on-site the contractor must designate an area where the resulting runoff can be <br />fully contained and disposed of (See CASQA Fact Sheet WM-6 and WM-10). Hazardous <br />materials and solvents are discouraged for washing use. <br />4) Vehicle and Equipment Fueling (NS-9) – Vehicle and equipment fueling should be done off- <br />site as much as possible. If fueling will occur onsite, designate an area protected from run <br />on and run off to contain spills. Drip pans and absorbent pads should be available on onsite <br />to clean up any leaks or spills. The QSP shall locate the fueling area on the erosion control <br />and grading plan in Appendix M and Appendix N for reference. <br />5) Vehicle and Equipment Maintenance (NS-10) – Vehicle and equipment maintenance should <br />only be performed onsite when absolutely necessary. The maintenance area shall be bermed <br />and protected from run-on or run-off. Drip pans and absorbent pads should be available <br />onsite to clean up any leaks or spills. The QSP shall locate the fueling area on the erosion <br />control and grading plan in Appendix M and Appendix N for reference. <br />6) Material Delivery and Storage (WM-1) – Material Delivery and Storage involves maintaining <br />a clean and orderly site. Chemicals or other potentially harmful products should be kept <br />away from areas subject to stormwater. Additionally, they should be kept in water tight <br />containers and at a minimum, placed on the liner with berms over the soil. <br />7) Material Use (WM-2) – When applying hazardous or harmful material, maintain a safe <br />distance from water bodies and storm drain inlets. Products that may be harmful to <br />stormwater shall be given ample time to dry and set prior to any rain event. <br />8) Stockpile Management (WM-3) – All permanent stockpiles shown on the plans or temporary <br />stockpiles created by the contractor not scheduled to be used 14 days shall be immediately <br />protected. The stockpiles shall be protected by a perimeter silt fence (SE-1) or a fiber roll <br />(SE-5) and Wind Erosion Control (WE-1) practices such as hydraulic mulch (EC-3) shall be <br />used to stabilize the stockpile.
