18

Flooding
Electrical Storms
Fire
The contractor shall complete an inspection as soon as practical when it can be completed safely.
SECTION 7.5 - VISUAL MONITORING (INSPECTIONS)

The risk level 1 Construction Site Monitoring Program (CSMP) is based around visual inspection
during normal business hours. Contractor shall:
Ensure that a Qualified SWPPP Practitioner (QSP) perform or supervise all maintenance,
inspection and repair activities relating to construction storm water BMPs.
Perform and document quarterly inspections of the entire job site for the presence of
unauthorized and authorized non-storm water discharges and their sources.
Perform weekly inspections and at least once each 24-hour period during an extended storm
event in order to identify and record BMPs that need maintenance to operate effectively,
that have failed, or that could fail.
Prior to each qualifying rain event, visually inspect all stormwater drainage areas for spills,
leaks, uncontrolled pollutant areas, poor BMP implementation, etc. and execute the proper
corrective measures.
Visually inspect storm water discharges at all discharge locations within two business days
(48 hours) after each qualifying rain event.
Visually inspect the discharge of stored or contained storm water after a rain event with
precipitation of ½ inch or greater (the qualifying rain event).
Record the time, date and rain gauge readings for all qualifying events.

Maintain on-site records of all inspections (locations, personnel, corrective actions, etc.)
Exemptions to these visual inspection requirements are during dangerous weather conditions
(flooding, electrical storms, etc.) and outside normal business hours. An explanation of these events
shall be placed in this SWPPP and the Annual Report as to why inspections were not conducted.
Sample visual inspection logs are included in Appendix H and the inspection logs shall logged in
Appendix H.
SECTION 7.6 - WATER QUALITY SAMPLING AND ANALYSIS
The contractor is required to monitor runoff for non-visible pollutants in the event of a BMP
failure, breach, or spill. An area unaffected by the failure, breach, or spill must also be sampled to
serve as a basis of comparison. All sampling and analysis shall be reported directly onto the
SMARTS website (http://smarts.waterboards.ca.gov/smarts/faces/SwSmartsLogin.jsp).
Hardcopies may be kept in AppendixH for back up.
