A summary and evaluation of the sampling and analysis results will be <br />submitted in the Annual Reports. <br /> <br />64. This General Permit contains sampling, analysis and monitoring <br />requirements for non-visible pollutants at all sites subject to this <br />General Permit. <br /> <br />65. Compliance with the General Permit relies upon dischargers to <br />electronically self-report any discharge violations and to comply with <br />any Regional Water Board enforcement actions. <br /> <br />66. This General Permit requires that all dischargers maintain a paper or <br />electronic copy of all required records for three years from the date <br />generated or date submitted, whichever is last. These records must be <br />available at the construction site until construction is completed. For <br />LUPs, these documents may be retained in a crew member’s vehicle <br />and made available upon request. <br /> <br />K. Active Treatment System (ATS) Requirements <br /> <br />67. Active treatment systems add chemicals to facilitate flocculation, <br />coagulation and filtration of suspended sediment particles. The <br />uncontrolled release of these chemicals to the environment can <br />negatively affect the beneficial uses of receiving waters and/or degrade <br />water quality (e.g., acute and chronic toxicity). Additionally, the batch <br />storage and treatment of storm water through an ATS' can potentially <br />cause physical impacts on receiving waters if storage volume is <br />inadequate or due to sudden releases of the ATS batches and <br />improperly designed outfalls. <br /> <br />68. If designed, operated and maintained properly an ATS can achieve <br />very high removal rates of suspended sediment (measured as <br />turbidity), albeit at sometimes significantly higher costs than traditional <br />erosion/sediment control practices. As a result, this General Permit <br />establishes NELs consistent with the expected level of typical ATS <br />performance. <br /> <br />69. This General Permit requires discharges of storm water associated <br />with construction activity that undergo active treatment to comply with <br />special operational and effluent limitations to ensure that these <br />discharges do not adversely affect the beneficial uses of the receiving <br />waters or cause degradation of their water quality. <br /> <br />70. For ATS discharges, this General Permit establishes technology-based <br />NELs for turbidity. <br />
