Order <br />2009-0009-DWQ amended by 2010-0014-DWQ & 2012-0006-DWQ <br /> 15 <br />B. Obtaining Permit Coverage Traditional Construction Sites <br /> <br />1. The Legally Responsible Person (LRP) (see Special Provisions, <br />Electronic Signature and Certification Requirements, Section IV.I.1) <br />must obtain coverage under this General Permit. <br /> <br />2. To obtain coverage, the LRP must electronically file Permit <br />Registration Documents (PRDs) prior to the commencement of <br />construction activity. Failure to obtain coverage under this General <br />Permit for storm water discharges to waters of the United States is a <br />violation of the CWA and the California Water Code. <br /> <br />3. PRDs shall consist of: <br /> <br />a. Notice of Intent (NOI) <br />b. Risk Assessment (Section VIII) <br />c. Site Map <br />d. Storm Water Pollution Prevention Plan (Section XIV) <br />e. Annual Fee <br />f. Signed Certification Statement <br /> <br />Any information provided to the Regional Water Board shall comply <br />with the Homeland Security Act and any other federal law that <br />concerns security in the United States; any information that does not <br />comply should not be submitted. <br /> <br />Attachment B contains additional PRD information. Dischargers must <br />electronically file the PRDs, and mail the appropriate annual fee to the <br />State Water Board. <br /> <br />4. This permit is effective on July 1, 2010. <br /> <br />a. Dischargers Obtaining Coverage On or After July 1, 2010: All <br />dischargers requiring coverage on or after July 1, 2010, shall <br />electronically file their PRDs prior to the commencement of <br />construction activities, and mail the appropriate annual fee no later <br />than seven days prior to the commencement of construction <br />activities. Permit coverage shall not commence until the PRDs and <br />the annual fee are received by the State Water Board, and a WDID <br />number is assigned and sent by SMARTS. <br /> <br />b. Dischargers Covered Under 99-08-DWQ and 2003-0007-DWQ: <br />Existing dischargers subject to State Water Board Order No. 99-08- <br />DWQ (existing dischargers) will continue coverage under 99-08- <br />DWQ until July 1, 2010. After July 1, 2010, all NOIs subject to <br />State Water Board Order No. 99-08-DWQ will be terminated.
