Access and copy at reasonable times any records that must be kept <br />under the conditions of this General Permit; <br /> <br />3. Inspect at reasonable times the complete construction site, including <br />any off-site staging areas or material storage areas, and the <br />erosion/sediment controls; and <br /> <br />4. Sample or monitor at reasonable times for the purpose of ensuring <br />General Permit compliance. <br /> <br />I. Electronic Signature and Certification Requirements <br /> <br />1. All Permit Registration Documents (PRDs) and Notices of Termination <br />(NOTs) shall be electronically signed, certified, and submitted via <br />SMARTS to the State Water Board. Either the Legally Responsible <br />Person (LRP), as defined in Appendix 5 – Glossary, or a person legally <br />authorized to sign and certify PRDs and NOTs on behalf of the LRP <br />(the LRP’s Approved Signatory, as defined in Appendix 5 - Glossary) <br />must submit all information electronically via SMARTS. <br /> <br />2. Changes to Authorization. If an Approved Signatory’s authorization is <br />no longer accurate, a new authorization satisfying the requirements of <br />paragraph (a) of this section must be submitted via SMARTS prior to or <br />together with any reports, information or applications to be signed by <br />an Approved Signatory. <br /> <br />3. All Annual Reports, or other information required by the General Permit <br />(other than PRDs and NOTs) or requested by the Regional Water <br />Board, State Water Board, U.S. EPA, or local storm water <br />management agency shall be certified and submitted by the LRP or the <br />LRP’s Approved Signatory. <br /> <br />J. Certification <br /> <br />Any person signing documents under Section IV.I above, shall make the <br />following certification: <br /> <br />"I certify under penalty of law that this document and all attachments were <br />prepared under my direction or supervision in accordance with a system <br />designed to assure that qualified personnel properly gather and evaluate <br />the information submitted. Based on my inquiry of the person or persons <br />who manage the system or those persons directly responsible for <br />gathering the information, to the best of my knowledge and belief, the <br />information submitted is, true, accurate, and complete. I am aware that <br />there are significant penalties for submitting false information, including <br />the possibility of fine and imprisonment for knowing violations."
