ATTACHMENT C <br />2009-0009-DWQ as amended by 2010-0014-DWQ & 2012-2006-DWQ <br />1 <br />ATTACHMENT C <br />RISK LEVEL 1 REQUIREMENTS <br /> <br /> <br />A. Effluent Standards <br /> [These requirements are the same as those in the General Permit order.] <br /> <br />1. Narrative – Risk Level 1 dischargers shall comply with the narrative <br />effluent standards listed below: <br /> <br />a. Storm water discharges and authorized non-storm water <br />discharges regulated by this General Permit shall not contain a <br />hazardous substance equal to or in excess of reportable quantities <br />established in 40 C.F.R. §§ 117.3 and 302.4, unless a separate <br />NPDES Permit has been issued to regulate those discharges. <br /> <br />b. Dischargers shall minimize or prevent pollutants in storm water <br />discharges and authorized non-storm water discharges through the <br />use of controls, structures, and management practices that achieve <br />BAT for toxic and non-conventional pollutants and BCT for <br />conventional pollutants. <br /> <br />2. Numeric – Risk Level 1 dischargers are not subject to a numeric <br />effluent standard. <br /> <br />B. Good Site Management "Housekeeping" <br /> <br />1. Risk Level 1 dischargers shall implement good site management (i.e., <br />"housekeeping") measures for construction materials that could <br />potentially be a threat to water quality if discharged. At a minimum, <br />Risk Level 1 dischargers shall implement the following good <br />housekeeping measures: <br /> <br />a. Conduct an inventory of the products used and/or expected to be <br />used and the end products that are produced and/or expected to be <br />produced. This does not include materials and equipment that are <br />designed to be outdoors and exposed to environmental conditions <br />(i.e. poles, equipment pads, cabinets, conductors, insulators, <br />bricks, etc.). <br /> <br />b. Cover and berm loose stockpiled construction materials that are not <br />actively being used (i.e. soil, spoils, aggregate, fly-ash, stucco, <br />hydrated lime, etc.). <br />
