<br />Former Pilkington North America Site 3 Health and Safety Plan <br /> EKI B90047.00 <br /> Recording the occurrence of any Site injury or illness. <br /> Reporting unsafe or unhealthful conditions to the responsible employer. <br /> <br />The SSO and FSSO have the authority to suspend the operations of EKI employees and EKI <br />subcontractors if it is determined that Site conditions have become unsafe. The SSO and FSSO <br />will also be members of the Site characterization team and will have project responsibilities in <br />observing and participating in characterization activities. Conflicts, if any, between the multiple <br />responsibilities of the SSO and FSSO will be resolved with the participation of the Project Manager <br />or Corporate Health and Safety Manager. <br />2. TASK / OPERATION SAFETY AND HEALTH PLAN <br />This section provides a brief description and history of the Site and discusses the proposed Site <br />activities, associated health hazards, and appropriate protective actions. <br />2.1 Site Description and History <br />The Site currently has a physical address of 500 East Louise Avenue, Lathrop, California, and is <br />located on the south side of East Louise Avenue approximately 400 feet east of the intersection <br />of East Louise Avenue and Harlan Road (Figure 1‐1). The Site is located adjacent to a mixed <br />residential, commercial and industrial area of the City of Lathrop, San Joaquin County, California. <br />The Site is bordered to the west by a vacant field and a McDonalds restaurant, to the south by <br />the former San Joaquin County Cogeneration Power Plant (“Cogen”) facility and a recently <br />completed 870,000 square‐foot (“sf”) warehouse for commercial and light industrial purposes, <br />and to the east by the former Occidental Chemical Company (“Oxy Chem”) and current JR Simplot <br />Company (“JR Simplot”) sites. <br />The Former Pilkington North America (“PNA”) facility at the Site includes a large structure <br />formerly utilized for glass manufacturing and distribution, two smaller stand‐alone metal <br />warehouse buildings, a sanitation plant, stormwater reservoir, sprayfields and asphalt parking <br />areas. Glass manufacturing operations ceased in 2014 after over 50 years of operation. A <br />furnace, furnace stack, conveyance machinery, above ground storage tank, and other facilities <br />associated with the manufacturing process have been demolished pursuant to permits from the <br />City of Lathrop. The Site is principally occupied by a Kraft Heinz distribution center. The <br />northeastern portion of the Site is generally vacant and undeveloped with the exception of a rail <br />spur. The rail spur is located along the southern portion of the Site and then extends to the <br />northeast corner of the Site. <br />2.2 Summary of Prior Subsurface Investigations Conducted on the Site <br />This section describes prior subsurface investigations at the Site as summarized in the Soil <br />Management Plan prepared by EKI in May 2019. Locations described and bulleted below are <br />shown on Figure 1‐2. Field activities conducted by EKI in summer 2019 will target the Diesel Spill <br />area.
