<br />Former Pilkington North America Site 7 Health and Safety Plan <br /> EKI B90047.00 <br />expected to be low‐speed and at high density. Control measures for safely conducting work in <br />the parking lot and/or directing traffic around the work area may include the following: <br /> <br /> Use of high visibility safety vests or other high visibility clothing for all personnel <br />performing work in the street. <br /> <br /> Placement of safety cones or barricades in and approaching the work area to safely divert <br />traffic around the work area. <br /> <br /> Proper placement of appropriately labeled signs, in accordance with Caltrans <br />specifications, indicating the presence of roadwork and changes to normal traffic <br />pathways. <br /> <br /> Use of a flagman to monitor and control the flow of traffic around the work area. <br /> <br />Vehicles may be present on the Site during the project. The above measures will be implemented <br />by the SSO, as appropriate, if EKI personnel are conducting work in on‐Site traffic corridors. <br />Caltrans standard traffic signs and flagmen are not needed due to t he l ow t raffic volume a nd slow <br />vehicle speeds for the service road expected at the work site. <br />3.4 Open Excavations and Confined Spaces <br />The potential hazard of an excavation area collapsing or personnel falling into an open excavation <br />exists during or after digging at any point prior to filling of an excavation. When working near <br />excavations, EKI personnel will remain at least 2 feet away from sidewalls of excavations greater <br />than 4 feet in depth. EKI personnel will not approach any area where the face of an open <br />excavation is not appropriately sloped or shored for the on‐Site soil conditions. <br /> <br />EKI field personnel will not enter trenches or excavations that are greater than four feet in depth <br />that may qualify as a confined space or any excavation that appears to present an indication of <br />potential cave‐in as determined by competent EKI field personnel or other competent <br />representatives of the City such as the Resident Engineer or Geotechnical Engineer. EKI personnel <br />will obtain assistance from the Contractor to acquire soil samples if needed, e.g., from backhoe <br />bucket, without entering these excavations. <br /> <br />EKI field personnel may enter large excavation areas if the following criteria are met: <br />1. Excavation area does not qualify as a confined space. <br />a. Excavation area has adequate ready ingress and egress, such as an access ramp. <br />b. Excavation area does not contain a hazardous atmosphere or an oxygen deficient <br />or enriched atmosphere. The atmosphere will be evaluated based on monitoring <br />requirements outlined in Section 5.7.3. <br />2. If sidewalls of the excavation area are not shored, one of the following criteria must be <br />met.
