When construction activities are performed below the elevations in which <br />chemically-impacted soil remains in the chemically-impacted areas on the Site (shown on Figure <br />1-2), construction equipment and transportation vehicles leaving such areas will be <br />decontaminated using methods including brushing and/or vacuuming to remove loose dirt on <br />vehicle exteriors and wheels. If these dry decontamination methods are inadequate, methods <br />such as steam cleaning, high-pressure washing, and cleaning solutions may be used, as <br />necessary, to thoroughly remove accumulated dirt and other materials. Liquids used for <br />equipment and vehicle decontamination will be contained and appropriately disposed of. <br /> <br />When construction equipment and transportation vehicles leave the Site, the equipment and <br />transportation vehicles will be decontaminated using methods similar to those identified above, <br />as needed to minimize tracking of dirt onto roadways. <br /> <br /> Storm Water Pollution Prevention Controls <br />A Storm Water Pollution Prevention Plan ("SWPPP”) was prepared for the Site by Kier & Wright <br />Civil Engineers & Surveyors, dated 4 February 2019, and is provided as Appendix I. Contractor <br />shall follow all SWPPP requirements and implement best management practices in accordance <br />with the Site SWPPP (Kier & Wright, 2019). <br /> <br />Should rainfall occur during earthwork activities at the Site, the contractor will immediately <br />implement storm water pollution controls to minimize storm water runoff from exposed soil on <br />the Site and to prevent sediment from leaving the Site. When construction on the Site will <br />simultaneously disturb more than 1 acre of soil, site owner and its contractors will follow the <br />requirements of the State Water Resources Control Board (“SWRCB”) General Permit for <br />Discharges of Storm Water Associated with Construction Activity Construction (General Permit <br />Order 2009-0009-DWQ, effective 1 July 2010). The General Permit requirements include filing a <br />Notice of Intent form with the SWRCB and development of a SWPPP by a certified Qualified <br />SWPPP Developer (“QSD”). As noted above, a Site SWPPP has been prepared by Kier and <br />Wright (2019). <br /> <br />For construction on the Site that will disturb less than 1 acre of soil, storm water pollution <br />controls will conform to the City of Lathrop and San Joaquin County requirements. Submittal of <br />an Erosion and Sediment Control Plan (“ESCP”) Worksheet or ESCP Specification sheet within <br />the improvement plans is required for the City of Lathrop. <br />2.2 Management of Previously Unknown Waste Pits <br />Procedures to be followed if previously unknown waste pits (e.g. similar to the North and South <br />Waste Cells on Parcel B) are encountered as part of ongoing and future Site redevelopment are <br />described below and shown on Figure 2-1.
