22 February 2019
AGE-Project No. 14-3154

property. This notification should be followed. The notice must include the name, address,
and phone number of the new owner/operator. The “administering agency,” for the
mitigation of environmental conditions at the property pursuant to Health and Safety Code
sections 25260, et seq. is the LEA.

9.0. POST CLOSURE ACTIVITY REPORTING AND CERTIFICATION

The post clean closure documentation is to be presented within a Verification Report
reviewed by a California Certified Engineering Geologist. After all clean closure activities
are completed, a verification report confirming that waste and residual contaminated soils
have been removed and disposed in concurrence with the appropriate regulatory agency,
the approved Clean Closure Plan shall be submitted to the LEA, CalRecycle, and the
Regional Water Board for review and concurrence. Following concurrence with the
verification report, the Regional Water Board will issue a letter that provides confirmation
that potential impacts from the historically unauthorized landfilled glass manufacturing
waste to the underlying subject property groundwater was evaluated and do not appear
to present a threat the human health and the environment based on the available
information provided. Once the LEA receives written confirmation from the Regional
Water Board that groundwater is not impacted, the LEA can address the remaining
closure certification.

10.0. LIMITATIONS

Our professional services were performed using that degree of care and skill ordinarily
exercised by environmental consultants practicing in this or similar localities. The findings
were based upon analytical results provided by an independent laboratory. Evaluation of
the hydrological conditions at the site for this investigation was made from a limited
number of available data points and surface and subsurface conditions may vary away
from these data points. No other warranty, expressed or implied, is made as to the
professional interpretations, opinions, and recommendations contained in this report.
