Former San Joaquin Cogeneration - 5 - 17 December 2020
Lathrop, San Joaquin County

operation and maintenance plan. Due to the nature of the waste identified at the
Site (PCBs, pre-regulated waste disposal), the Remedial Action Plan will require
additional concurrence from the USEPA, CalRecycle, and SJEHD.
• Any waste left in place exceeding SFRWB residential ESLs will require a Land
Use Covenant restricting future use of the Site.
Additional assessment activities are needed to fully characterize soil and groundwater
at the Site. In an effort to coordinate efforts with Heorot Power Holding, USEPA, and
SJEHP, Central Valley Water Board staff will not be requesting a work plan for
additional assessment at this time. Subsequent to USEPA’s review, as well as
additional discussions with stakeholders, Central Valley Water Board staff will issue a
request for a work plan outlining additional site assessment activities to delineate the
waste identified beneath the southwest portion of the facility and to assess groundwater
downgradient of identified contaminants.
