Former San Joaquin Cogeneration - 5 - 17 December 2020 <br />Lathrop, San Joaquin County <br /> <br />operation and maintenance plan. Due to the nature of the waste identified at the <br />Site (PCBs, pre-regulated waste disposal), the Remedial Action Plan will require <br />additional concurrence from the USEPA, CalRecycle, and SJEHD. <br />• Any waste left in place exceeding SFRWB residential ESLs will require a Land <br />Use Covenant restricting future use of the Site. <br />Additional assessment activities are needed to fully characterize soil and groundwater <br />at the Site. In an effort to coordinate efforts with Heorot Power Holding, USEPA, and <br />SJEHP, Central Valley Water Board staff will not be requesting a work plan for <br />additional assessment at this time. Subsequent to USEPA’s review, as well as <br />additional discussions with stakeholders, Central Valley Water Board staff will issue a <br />request for a work plan outlining additional site assessment activities to delineate the <br />waste identified beneath the southwest portion of the facility and to assess groundwater <br />downgradient of identified contaminants.
