Backus, Garrett [EHD]
From: Brittani Jacobsen <bcjacobs@up.com>
Sent: Wednesday, June 1, 2022 4:05 PM
To: Backus, Garrett [EHD]
Cc: Garcia-Mejia, Gabriela [EHD]
Subject: RE: Union Pacific inspection - 833 E Eighth St Stockton - APSA inspection documents
requested
CAUTION:This email is originated from outside of the organization. Do not click links or open attachments unless you recognize the
sender and know the content is safe.
Hi Garrett,
Please see responses to your inquiries below.
1. Please provide the last 36 months of the SPCC required inspection records for Monthly Tank Inspection,Annual
Tank Inspection and Portable Container Monthly Inspection. I've attached the required forms.
The requested documents have been submitted via UP secure file transfer. You should have received an email
with a link to access the files.
2. Last 36 months of annual SPCC training records required by section 9.1 of the SPCC plan.
The requested documents have been submitted via UP secure file transfer. You should have received an email
with a link to access the files.
3. Please explain what the locomotive retention tanks can contain, when they are cleaned out and how the waste
disposal is handled.
Locomotive retention tanks mostly contain rainwater and some engine oil. Retention tanks are routinely
emptied during locomotive servicing at facilities capable to recover the contents into a designated used oil tank,
consistent with UP Policy. Locomotives are sent to Roseville or other facilities capable of performing this type of
maintenance. The used oil tank is managed according to applicable regulations.
4. Please explain how the lift station north of the locomotive shop works. What liquids are flushed to the lift
station sump? Is liquid stored in the lift station sump? How often is it pumped out? Is the waste liquid pumped
through underground pipes to the industrial wastewater tank TNKS-9101? Why was a vacuum truck cleaning
out the sump during our inspection?
The lift station receives industrial wastewater from the upstream collection system. The lift station pumps
operate automatically on a level transmitter to pump the water underground to the main lift station inside the
decommission treatment plant. The main lift station then pumps to TNKS-9101 for storage pending transfer to
the Roseville treatment plant. The lift stations are on an annual cleaning cycle, at a minimum,to remove any
debris and/or sludge buildup.
If you have any additional questions, please let me know.
Thank you,
Brittani C Jacobsen
Manager Environmental Field Operations
Supply
OFFICE: 916-789-6104 1 MOBILE: 916-305-6292
FwrtE......41 EMAIL: bcoacobs .up.com
Professional Registrations I PG-CA#9368 1 CEM-NV#2475 1 REP
1
