Analysis
Background
The applicant, the San Joaquin Delta Power Squadron, has been operating a private recreational facility
at this location without benefit of the necessary permits for several years. During the process of
amending their existing General Lease - Recreational Use with the California State Lands Commission, it
was brought to the applicant's attention that they did not have the required local land use and building
permits for the existing facility.
The facility is open only to the San Joaquin Delta Power Squadron and participants in their boating safety
classes. There are no sanitary facilities existing or proposed, as Power Squadron instructors have such
facilities on their boats, which are made available to students who may not have such facilities on their
boats. No pump-out facilities are existing or proposed, as instructors and students would typically utilize
the pump-out facilities located at the marina where they store their boats.
Floodinq
The 100-year Flood Elevation is at approximately seven feet NGVD. In addition to the floating docks,
there are two concrete pads on the site, one improved with a wooden platform and open lattice patio roof
and the other with barbeque grills. In the event of flooding, there are no enclosed foundations or other
impediments to flowing water.
San Joaquin County UP-97-11/Delta Power Squadron
Community Development Page 5
