Analysis <br /> Background <br /> The applicant, the San Joaquin Delta Power Squadron, has been operating a private recreational facility <br /> at this location without benefit of the necessary permits for several years. During the process of <br /> amending their existing General Lease - Recreational Use with the California State Lands Commission, it <br /> was brought to the applicant's attention that they did not have the required local land use and building <br /> permits for the existing facility. <br /> The facility is open only to the San Joaquin Delta Power Squadron and participants in their boating safety <br /> classes. There are no sanitary facilities existing or proposed, as Power Squadron instructors have such <br /> facilities on their boats, which are made available to students who may not have such facilities on their <br /> boats. No pump-out facilities are existing or proposed, as instructors and students would typically utilize <br /> the pump-out facilities located at the marina where they store their boats. <br /> Floodinq <br /> The 100-year Flood Elevation is at approximately seven feet NGVD. In addition to the floating docks, <br /> there are two concrete pads on the site, one improved with a wooden platform and open lattice patio roof <br /> and the other with barbeque grills.
