The applicant shall apply for an Authority to Construct and a <br /> Permit to Operate if their operation include equipment which has <br /> the potential to emit air pollutants or has emissions controlling <br /> equipment. It is the responsibility of the applicant to be in <br /> compliance with the Districts Rules and Regulations prior to <br /> operation. As of July 1, 1991 the District has adopted a no net <br /> increase in emissions program. <br /> 5. Projects shall maintain adequate record keeping of mitigation <br /> measures, if applicable for the Air Pollution Control District <br /> staff in making scheduled or unscheduled inspections. <br /> 6. It shall be a condition of approval for the applicant to notify <br /> the District in writing with respect to the actual date of <br /> construction/grading one week prior to said activities. The <br /> applicant should use file no. SA-92-9 in the communication to the <br /> District and under the attention of the planning section if and <br /> when construction/grading is implemented. <br /> 7 . Necessitated regulations and programs are forthcoming in the <br /> future to help the county and the valley to achieve its annual five <br /> percent reduction in pollutants. Proposed programs and regulations <br /> affecting certain sources are listed in the attachment. This <br /> attachment is not an all-inclusive list of affected sources. It is <br /> necessary for project applicants to refer to the adopted 1991 Air <br /> Quality Attainment Plan and the requirements thereof pursuant to AB <br /> 2595, the California Clean Air Act. <br /> The District appreciates the opportunity to comment on the <br /> application.
