SATE OF CALIFORNIA—THE RESOURCES AGENCY PETE WILSON, Governor
DEPARTMENT OF FISH AND GAME
REGION 2 o
1701 NIMBUS ROAD, SUITE A '
RANCHO CORDOVA, CA 95670
(916) 355-7020
January 6, 1994
Mr. Chandler Martin
San Joaquin County13 1994
Community Development Department J' Is
1810 East Hazelton Avenue vU""I1UtV11 7 L tLIM Vr„ILly 3 IJtY(.
Stockton, California 95205 PLANNING mitsom
Dear Mr. Martin:
The Department of Fish and Game (DFG) has reviewed two Site
Approval Applications, SA-93-50 and SA-93-49 . The projects are
located along Hansen Road, south of Schulte Road, southwest of
Tracy in San Joaquin County. The first Site Approval Application
is on the east side of Hansen Road and would permit development
of a wooden pallet recycling facility on approximately 9 .85
acres . The second proposal is on the west side of Hansen Road
and would permit the construction of a concrete casting facility
for highway related products on approximately 15 . 53 .
Wildlife habitat conditions on and adjacent to the project
site consist of irrigated pasture, annual grasslands, industrial
development (Safeway Truck Distribution Facility) , and the
California Aqueduct. The project site is a short distance east
of Highway. I-580 . There is a roadway underpass as well as, a
railroad underpass connecting the project site with more
extensive annual grasslands on the west side of I-580 .
We are concerned with the proposed projects potential for
adverse impacts to the Federal-listed endangered San Joaquin kit
fox (Vulpes macrotis mutica) . Both projects are within the
boundaries of the San Joaquin kit fox Habitat Conservation Plan
(HCP) area. The kit fox HCP identifies agricultural lands as
providing significant habitat for the kit fox. The proposed
change in land use from agriculture or annual grassland to
industrial will ultimately result in a loss of habitat for the
kit fox. Therefore, we recommend that the applicants be required
to mitigate the proposed project' s impacts by providing three
acres of protected habitat for every acre of habitat that is
lost. Habitat protection should consist of purchase of either
fee title or a conservation easement on suitable habitat within
the core conservation area as described in the HCP. The terms of
the conservation easement and the location of the mitigation
lands must be acceptable to the DFG.
Pursuant to Public Resources Code Sections_ 21092 and
21092 . 2, the DFG requests written notification of the proposed
actions and pending decisions regarding this project. Written
notification should be directed to this office.
