The project is located along Hansen Road, south of Schulte Road, southwest of Tracy <br /> in San Joaquin County. The proposed project will permit a wooden pallet recycling facility on <br /> approximately 9.85 acres. <br /> Wildlife habitat conditions on and adjacent to the project site consist of irrigated pasture, <br /> annual grasslands, industrial development (Safeway Truck Distribution Facility), and the <br /> California Aqueduct. The project site is a short distance east of Highway I-580. There is a <br /> roadway underpass as well as a railroad underpass connecting the project site with more extensive <br /> annual grasslands on the west side of I-580. <br /> The DFG has concerns with the proposed project's potential for adverse impacts to the <br /> Federally-listed endangered San Joaquin kit fox (Vulpes macrotis mutica). The project is within <br /> the boundaries of the draft San Joaquin Kit Fox Habitat Conservation Plan (HCP) area. The Kit <br /> Fox HCP identifies agricultural lands as providing significant habitat for the kit fox. The <br /> proposed change in land use from agriculture or annual grassland to industrial use will ultimately <br /> result in a loss of habitat for the kit fox. Therefore, we recommend that the applicants be required <br /> to mitigate the proposed project's impacts by providing three acres of protected habitat for every <br /> acre of habitat that is lost. Habitat protection should consist of purchase of either fee title or a <br /> conservation easement on suitable habitat within the core conservation area as described in the <br /> draft HCP. The terms of the conservation easement and the location of the mitigation lands must <br /> be acceptable to the DFG. <br /> Pursuant to Public Resources Code Sections 21092 and 21092.2 the DFG requests written <br /> notification of the proposed actions and pending decisions regarding this project. Written <br /> notification should be directed to this office. <br />
