Verily, industrialists should be expected to be loathe to locate on <br /> a road upon which their open access is doubtful and difficult to <br /> enforce. Thus the state of affairs being now appealed from plainly <br /> stands as an institutional barrier to influx of new jobs into San Joaquin <br /> County. <br /> In such light, it is urged that said mandate for road abandonment <br /> be rescinded, and that the developer's obligation to dedicate to the <br /> County at least the 60-foot-wide improvement across the frontage of <br /> his own parcel be restored — and that there be a comprehensive <br /> rethinking of the public vs. private road goals and objectives of <br /> the County. <br />
