Chapter I <br /> INTRODUCTION AND APPROACH <br /> P P P <br /> A. Project Understanding <br /> Shea Mountain House,the applicant,is proposing a new land plan for Neighborhoods I and J at <br /> the Mountain House New Community. The land uses already approved in July,2005 are similar <br /> but these land uses are rearranged to improve the overall circulation pattern and lot layout. A <br /> subdivision map has been prepared which will be the focus of the environmental document. In <br /> addition,the CEQA document will address a Master Plan amendment, Specific Plan amendment, <br /> and Development Title amendment. Our scope of work is based on assuming an Initial <br /> Study/Mitigated Negative Declaration (IS/MND)that could easily be converted to a Supplemental <br /> EIR if impacts are found to be significant and unavoidable. However, given that the Initial Study <br /> for all of Specific Plan II was acceptable, an updated Initial Study for this project is expected to be <br /> adequate. <br /> We understand that the applicant wants the plan for Neighborhoods I and J to be as much a"self- <br /> mitigating"plan as possible. For this reason,we propose to identify impacts as we go along so <br /> that the land use plan can be revised to incorporate mitigation measures as much as possible prior <br /> to its completion for public review. <br /> The IS/MND will focus on those issues that would include new impacts due to the specific <br /> information provided at this time for the new subdivisions. The IS/MND will assess the proposed <br /> land uses,construction,operation after buildout,and cumulative impacts in association with other <br /> Mountain House development. These issues are discussed in greater detail in the scope of work <br /> that follows. <br /> B. Approach <br /> Our approach to the preparation of the IS/MND is based on the following:the team's experience <br /> in preparing earlier environmental documents for the Mountain House New Community, <br /> discussions with County staff, and our experience with environmental review processes for similar <br /> projects. A key objective will be to produce a legally-defensible document that identifies ways of <br /> lessening potential project impacts and that is technically sound and clearly written. <br /> C.
