SAN JOAQUIN COUNCILOF • <br />555 L: II eber Avenue & Stockton, California 95202 • P209.235.0600 • F'209.235.0438 • vn v.sjc•og.oTR <br />November 22, 2019 <br />Per the ALUCP Section 4.2, ALUC review of the heliport consists of two parts: 1) a <br />determination of whether a new ALUCP is needed for land uses surrounding the <br />heliport, and 2) a review of the adequacy of the proposed facility design (in terms of <br />federal and state standards) to the extent that the design affects surrounding land uses. <br />The ALUC has determined that as a special use heliport, a new ALUCP for the area <br />surrounding the site will not be necessary. <br />The information submitted to ALUC to date does not provide enough detail to conduct <br />the required ALUC review described in 2), above. Please note that the FAA will require <br />notification of the heliport at least 90 days before construction. For notification <br />instructions please refer to the FAA Advisory Circular 150/5390-2C "Heliport Design.” <br />Irttps://www.faa.gov/documentLibrary/media/Advisory Circular/150_ 5390_2c.pdf <br />The Advisory Circular indicates that the FAA will conduct an aeronautical study of the <br />heliport and issue a determination to the proponent. Phase 1 includes the construction of a 30,000 square foot single story <br />LODI, <br />women's health facility. Phase 2 includes the construction of a 6,000 square foot <br />MRIPON, , <br />RIPON, <br />expansion to the women's health facility,a 28 000 square foot medical office building, a <br />P > q g� <br />STOCKTON, <br />140,000 square foot hospital with 100 beds, an emergency heliport landing area, and a <br />TRACY, <br />4,000 square foot physical plant.
